Final Evaluation ILLUCBF Project Democratic Republic of the Congo

The evaluation of the Improving Livelihoods and Land- use in Congo Basin Forests (ILLUCBF) project was undertaken from June to August 2019 by a team of three Futureproof-Ideas evaluators. The research was conducted according to a qualitative methodology which included systematic desk-based study of all key project documentation, interviews with all project partners, and other national-, provincial- and local-level stakeholders, an in-country workshop with partners and other stakeholders, site visits in the Democratic Republic of the Congo (DRC) to 5 of the 10 pilot sites, and 18 focus group discussions (FGDs) with nearly 100 members of targeted communities. In all, 168 participants (stakeholders and partners) were interviewed for this evaluation. OECD-DAC evaluation criteria were used to assess appropriateness, efficiency, effectiveness, impact, sustainability, as well as participation and empowerment, equity, replicability and risk of the project.
